General Registration and Re-registration Conditions
Article 1 : These Rules of Procedure for Studies recall certain regulatory provisions contained in texts governing the conduct of studies at the Algerian University.
Article 2 : The student can follow the teachings only if he is regularly registered.
Article 3 : University registration is open to holders of the baccalaureate. The series as well as the averages required for registration in each stream or field of training are defined by ministerial circular. No registration is allowed outside the criteria and deadlines communicated to applicants.
Article 4 : Student registration and pre-registration are annual and unique . All students must register or re-register at the beginning of each academic year.
Article 5 : At the time of final registration, the student is issued a certificate of tuition as well as a student card which can be requested at any time within the institution, especially during the examinations . This card is updated or renewed every year by the departments concerned.
In case of loss or destruction of an educational document, a duplicate of the said document may be drawn up and issued upon presentation of a declaration of loss duly established by the national security or by the national gendarmerie . Under no circumstances may a second duplicate be issued.
Article 6 : A bachelor can benefit from only one university registration even if he holds several baccalaureate degrees at the same institution or at any other institution of higher education.
Article 7 : The student may not enrol in a university structure for the purpose of obtaining a second diploma in another stream until after the first diploma has been obtained
Article 8 : Registration for a second diploma is conditioned by:
- Fulfilment of the conditions for access to the course requested, established in the year of obtaining the baccalaureate.
- Presentation of the original of the provisional baccalaureate certificate and the original of the first diploma.
- Availability of teaching places in the requested stream
Article 9 : Holders of a baccalaureate prior to the current academic year having never taken registration, are authorized to submit an application for registration, which will be examined by the school management, taking into account the number of teaching places available and the conditions for access to the course, set at the time of obtaining the baccalaureate.
Processing of the original of the provisional attestation of the baccalauréat or of the equivalent recognised foreign diploma
Article 10 : The original of the provisional attestation of the baccalauréat or the foreign diploma recognized equivalent, constitutes a mandatory part of the registration file.
Article 11 : The original of the provisional attestation of the baccalaureate, or of the recognized equivalent foreign diploma, is stamped (wet round stamp) on the back with mention of the date of registration in the university.
Article 12 : The original of the provisional attestation of the baccalauréat or of the equivalent recognized foreign diploma, may be withdrawn only after completion of the studies and the final diploma established or, if applicable, following a withdrawal or voluntary interruption of the studies, at the request of the student and against a discharge.
Article 13 : If the student suspends or abandons his studies and requests the withdrawal of the original of the provisional attestation of the baccalaureate or the equivalent recognized foreign diploma, the mention of cancellation of registration will be obligatory on the back of the attestation.
Article 14 : If he is the subject of an exclusion, pronounced by the disciplinary council of the institution, the student may withdraw his provisional attestation of the baccalaureate, or of the recognized equivalent foreign diploma, only after the extinction of the sanction.
Academic leave
Article 15 : Academic leave may only be granted once during the university course.
Article 16 : A student may suspend registration for exceptional reasons such as:
- Chronic disabling disease
- Maternity
- Long-term illness
- National service
- Family obligations (relative to - - ascendants and/or descendants, displacement of the spouse or parents related to the function, etc.)
A certificate of academic leave must be issued by the competent authority of the institution concerned.
Article 17 : The reasoned request for the academic leave must be filed with the departments of the pedagogy of the corresponding structure, except for cases of force majeure, before the first examinations.
Article 18 : A student who is granted an academic leave automatically loses the benefit of university works during the period of the leave. he must give discharge to all university services and return his student card.
Article19 : After an academic leave for medical reasons, reinstatement is conditional on the opinion of a medical expert appointed by the higher education institution.
Dropping out of school and reintegration
Article 20 : A student who is regularly registered is declared, by the Head of Department, to have dropped out of school for the academic year, if he does not attend any course organized, TD, TP or internship during a semester of the academic year.
A student who is regularly enrolled is considered excluded for the academic year if he is declared to have dropped out of school in a semester of the academic year.
Article 21 : The list of students who have dropped out of their studies must be sent to the National Office of Universities (ONOU) by the higher education institution.
Article 22 : In case of abandonment or exclusion, only one authorization for reintegration is granted during the course and this after study of the file by the structures concerned and according to the available teaching places.
